A lifetime of hard work and achievement makes Patsy Romero one of New Mexico’s top health industry experts. Her broad experience and knowledge of the business of health care in New Mexico include: strategic planning and policy development for nonprofit agencies providing developmental disability, behavioral health (including substance use disorders) and primary care services; serving as a regional director and vice president of government operations for a managed care organization responsible for administering behavioral health services for the state; oversight of compliance and quality management for agencies providing behavioral health services; health care systems development and design; and providing financial and operational advice to governing boards of nonprofit clients. This background has given her a deep understanding of, and historic perspective on, government-sponsored health insurance programs such as Medicare and Medicaid, private health insurance, social service programs for persons with disabilities, as well as the highly complex and ever changing federal and state laws and regulations governing the health care and health insurance industries— including the Affordable Care Act. Currently, she is the Chief Executive Officer of Easter Seals El Mirador, a large nonprofit agency providing residential, habilitation and behavioral health services to persons with disabilities.
Ms. Romero’s professional activities have not kept her from a life of active public service. She currently serves as an uncompensated member of the board of directors and Treasurer of the New Mexico Health Insurance Exchange (one of the few health insurance exchanges in the nation that has proven itself to be sustainable). She is appointed as a member of the New Mexico Justice Reinvestment Commission, a member of the New Mexico Suicide Prevention Coalition and a registered Lobbyist for the National Alliance on Mental Illness. She has served as the Chair of the Board of the Santa Fe Recovery Center and on the Advisory Committee of the Tri-County Community Health Center. She served as a member representative to the State Behavioral Health Purchasing Committee. She is a Past President Elect of the National Alliance on Mental Illness in New Mexico and currently serves on its governmental affairs committee. She has served on numerous boards of directors throughout New Mexico during her 28 years of experience in healthcare throughout New Mexico and 13 years of Credit Union Experience. She has been a valued advisor to New Mexico’s President Pro-Tem of the Senate, Mary Kay Papen, and other state legislators.
Ms. Romero is a member of the National Health Care Quality Professional Organization, the National Association of Community Health Centers, the New Mexico Provider Association, the National Democratic Women’s Association, and life time member of the National Credit Union Association.
Ms. Romero was born in Cuba, New Mexico, and grew up in Albuquerque. She is a graduate of Pomona University and was certified as a National Credit Union Executive by the Credit Union National Association and is a Certified Professional in Healthcare Quality. She and her husband of 48 years, Al, raised five children and are the proud grandparents of six.
